This is command line only ;-).  It is just so that the background
process (gpg-agent) does not disturb any processing of the command lines
tools with annoying and hard to handle prompts for a PIN or passphrase.

If you don't want that you can either disable the passwords for the keys
or use gpg-preset-passphrase to pre-seed the gpg-agent with the
passphrases.

Due to public demand GnuPG 2.1, which has not yet been released for
Windows, allows to configure gpg-agent to ask back for the passphrase.
