Sadly not the case.  

The installation, once the certificate generation problem was overcome,
works as expected. PGP encoded emails are correctly detected by the Outlook
plug-in and decrypted without issues.

FTR I just tried a new installation of 2.2.0 on a Windows 8.1 machine.

Attached is a snap of the Wizard when I create a new (PGP) certificate for
the first time (assuming this list accepts attachments)

Here's a listing of the content of /path/to/AppData/Roaming/gnupg
