Windows 7 64-bit, Gpg4Win 2.2.5: No problems with permissions, can use
it with no elevated privileges.

The permissions of gnupg folder and its files are the default ones:
SYSTEM: Full Control [Allow]
MyPC\Administrators: Full Control [Allow]
MyPC\MyUser: Full Control [Allow]

I'll do some test using a Windows VM on VirtualBox.
