[Gpg4win-users-en] Umlauts in revocation comment

Looks like --list-packets on windows just prints out the value in UTF-8 
encoding, windows console interprets this then according to it's own codepage 
and things look broken. Probably missing an utf8_to_native call around the 
revocation reason on Windows.

I've checked that a generated revocation cert with latest gpg4win and the 
revocation reason "hallö" shows correctly with --list-packets in an Utf-8 
environment (GNU/Linux). So the revocation cert is correct, it just looks 
broken on the command line.
