[Gpg4win-users-en] Python bindings to gpgme

First a big thank to the Devs for their efforts to support Windows.

GPG4Win contains the `gpgme.DLL` but no Python-bindings exist to use it.
Lately, Justus has revamped these bindings to python-3, renamed as `gpg-
1.8.0`.[1][2]

Has anybody managed to compile those bindings for the provided GPG4Win DLL?
