This advice should no longer be necessary as GpgOL creates those registry keys 
itself.

Outlook 2019 still uses the "16.0" registry as its the same version as 2016 in 
the backend and they only changed the GUI a bit.

I have no good advise how to fix it. We would have to further analyse your 
problem with debugging tools to get an idea whats wrong.
