Can you write more about what you are trying to do?
(There are several ways to help a group to exchange their public keys
in a usable way, e.g. WKD.)
About the senders for which it does not work for you:
If you know some of them, can you ask them to encrypt a file to you?
And then mail it to you as attachement?
This way you can do a better analysis, because the email layer is not part
of the process, just the files itself. :)
In any case: everybody who wants to send you an email that you can decrypt
has to encrypt it to a public key from you (or more verbosely written: a
public key where you control the corresponding private key).
