This is still true. The %LocalAppData% folder is fairly new and contains only
some socket files for interprocess communication. All data files which should be
backuped etc. are under %AppData%

It is possible to change the homedir through registry or environment variables
but if you are on defaults that should not be needed to have it under
Can you please call "gpgconf --list-dirs" on the command line in windows, this
will show you where the homedir is.
