No, it is a deliberate decision not to add it to the PATH. This will
lead to all kind of problems on plain user machines. Folks, who know
how to do things without the GUI will also know how to make Windows find
gpg.
As this has been requested several times over the years I am toying with
the idea to write a small wrapper to be installed in a PATH directory.
That wrapper would also provide some help on command line use.

GPGol is a very tricky software and depends on ondocumented behaviour of
OL. Before I can work on this I need a buy a copy of OL2007, though.
