On a German installation some find it under:
C:\Program Files (x86)\GNU\GnuPG

You could try searching the drive.
If you do not find it, my hypothesis is that you have installed a variant
of Ggpg4win without pinentry-qt4.exe. Try to install with the default options 
to see if it gets installed then.
