[Gpg4win-users-en] gpg4win 3.1.16 with updated GnuPG 2.2.32: No public key found despite having refreshed the keys

Hello,
First and foremost, I wish all of you a Blessed Christmas and Covid-free New Year 2022!
Second, I have a problem verifying a file. Below are the steps that I took:
a. Installed Gpg4win 3.1.16 excluding Kleopatra but including gpa and rebooted the machine
b. Installed GnuPG 2.2.32 and rebooted the machine
c. Opened a Windows Terminal with admin privileges and went to the following sub-folder:
C:\Program Files (x86)\GnuPG\bin\
Entered the command gpg.exe --refresh-keys
d. Some keys were refreshed
e. Opened a Windows Terminal and went to the folder where the file resided and entered the following command:
gpg -v torbrowser-install-win64-11.0.3_en-US.exe.asc
The following error message appeared in the terminal window:
gpg: WARNING: no command supplied. Trying to guess what you mean ...
gpg: armor header: Version: GnuPG v1
gpg: assuming signed data in 'torbrowser-install-win64-11.0.3_en-US.exe'
gpg: Signature made 20-Dec-21 11:33:11 W. Australia Standard Time
gpg: using RSA key E53D989A9E2D47BF
gpg: Can't check signature: No public key
What happened?
My operating system is Microsoft Windows 11 64bit (buid 22000.376). I had no problems verifying the same file using Debian 11.
